491 Visa: Skilled Work Regional Visa (Subclass 491)
What is the Subclass 491 Skilled Work Regional (Provisional) Visa?
- A designated regional area of an Australian state or territory, or
- An eligible family member residing in a designated regional area of Australia
What parts of Australia are “designated regional areas”?
Most locations of Australia outside major cities (Sydney, Melbourne, and Brisbane) are classed as designated regional areas for migration purposes.
How will points be allocated for the 491 visa?
- 15 points for nomination by a family member or a regional part of a state or territory
- 10 points for a Masters or PhD level Australian qualification in STEM fields (Science, Technology, Engineering, Mathematics)
- 10 partner points, if one of the following applies:
- You have a skilled partner (under 45 years, with a positive skill assessment and Competent English)
- You are single
- You have a partner who is an Australian permanent resident or citizen
- 5 points if your partner can demonstrate Competent English (even if over 45 and not in a skilled occupation)
- Additional points will apply for:
- Age
- Qualifications
- Skilled work experience (Australian and overseas)
- Australian study
- English skills
Why are partner points changing?
The Productivity Commission found that skilled migrant partners significantly contribute to the workforce and economy. The point system has been adjusted to reflect their skills more accurately.
When will I be invited to apply for a 491 visa?
EOIs with the highest points are invited first. If multiple EOIs have the same score, priority is given based on the date and time the EOI reached that score (tie-break rule).
Can 491 visa holders lodge other visas?
No. 491 visa holders must wait three years before applying for certain visas, including:
- Skilled PR visas (189 & 190)
- Business visas (124, 132, 188)
- Employer-sponsored PR (186)
- Onshore partner visa (820)
How does the 491 visa lead to permanent residency?
The 491 visa is valid for five years. You can apply for the Subclass 191 (Permanent Residence – Skilled Regional) visa if you:
- Have lived, worked, or studied in a designated regional area for at least three years while holding the 491 visa
